摘　　要：以1994—2021年中央颁布的专项转移支付相关的资金管理政策文本为基础进行文献计量分析发现,专项转移支付的支持领域呈阶段性扩张,资金分配管理过程中财政部和发改委的中心角色日渐明确。随着中国式现代化进程的推进,专项转移支付应当进一步完善其进入与退出机制,通过支持领域的灵活变化,积极高效地服务于现代化的国家治理目标。According to a bibliometric analysis of the fund management policies related to the special transfer payments published by the central government from 1994 to 2021,it was found that the supporting areas for special transfer payments have expanded in stages,and the essential roles of the Ministry of Finance and the National Development and Reform Commission have become increasingly clear in the process of fund allocation and management.While China continues to advance its modernization process,the government should also further improve the entry and exit mechanisms of special transfer payments so it can serve the goal of modern national governance more actively and efficiently by supporting the flexible changes in different fields.
