摘  要:美国大学和法国大学的校院两级权力机制运行模式不同。美国大学的分散自治模式强调校院自治与学术自由,促进学术创新;法国大学的集中治理模式则旨在确保教育质量与公平。美国、法国的经验可为我国高等教育治理改革提供参考:结合我国高等教育的特色推动深入治理,在集权与分权中寻找平衡点,注重学术创新,建立有效的反馈机制。American and French Universities are different in the way that the two-level power mechanisms operate.The decentralized autonomous mode in American universities emphasizes self-governance and academic freedom to promote academic innovation,while the centralized governance in French universities aims to ensure the quality and equity of education.Based on their experience,this paper suggested that we promote the deep reform of higher education governance by integrating the characteristics of such education in China,finding the balance between centralization and decentralization,stressing academic innovation,and setting up an effective feedback mechanism as well.
