摘 要:劳动用工调控管理制度是现代企业制度的重要内容,更是反映企业治理体系和治理能力现代化的重要标志之一。建立科学合理的劳动用工测算方法,不仅是健全完善劳动用工调控管理制度的重要内容,也是准确反映企业用工效率效益、提高企业经营管理水平、推动企业高质量发展的重要措施。通过全面深入分析铁路企业现行用工测算方法,借鉴铁路劳动生产率统计规则中的换算工作量概念,建立铁路企业营业里程换算替换为换算公里的测算方法,用以衡量各铁路企业的劳动用工水平和测算新增劳动用工需求。在此基础上,提出铁路企业劳动用工调控管理策略,提高铁路企业劳动用工调控管理的科学化和现代化水平。The labor employment control and management system is an essential part of modern enterprise system,and also a key factor reflecting the modernization of enterprise governance system and capacity.Establishing a scientific and optimal method for calculating labor employment is not only an important part of improving the labor employment control and management system,but also a vital measure to accurately reflect the efficiency and benefits of enterprise employment,improve enterprise management,and promote high-quality development of enterprises.Based on a comprehensive investigation into the current employment calculation methods,and referring to the concept of converted workload in railway labor productivity statistical rules,a calculation method for converting operating kilometers into converted kilometers is established,to evaluate the labor employment level of various railway enterprises and calculate the demand for new labor employment.On this basis,the labor employment control and management strategies are proposed to improve the scientific and modernized level of labor employment control and management in railway enterprises.
