水库移民家庭发展能力评价与异质性分析

摘　　要：为了解水库移民的家庭发展能力水平及其在后期扶持过程中遇到的发展阻碍,根据可持续生计理论和家庭能力理论构建了水库移民家庭发展能力指标体系,采用2023年广西B市的调查数据,对水库移民家庭发展能力进行测算与分析。研究发现:水库移民家庭发展能力的整体水平较低,并且不同类型、不同搬迁时间与不同安置模式下的水库移民家庭发展能力存在差异。建议从分类施策精准高效实施后期扶持政策、拓宽水库移民就业渠道、因地制宜发展水库移民后期扶持产业、引导加强水库移民自身发展能动性等方面着力提升水库移民家庭发展能力。To understand the family development ability level of reservoir immigrants and the development obstacles encountered in the later support process,a development capacity indicator system for reservoir resettlement families is constructed based on sustainable livelihood theory and family capacity theory.Using survey data from B city in Guangxi in 2023,the development capacity of reservoir resettlement families is calculated and analyzed.Research has found that the overall level of development ability of reservoir resettlement families is relatively low,and there are differences in the development ability of reservoir resettlement families under different types,relocation times and resettlement modes.It is recommended to focus on improving the development capacity of reservoir resettlement families by implementing targeted and efficient post support policies,expanding employment channels for reservoir resettlement,developing post support industries for reservoir resettlement according to local conditions,and guiding and strengthening the development initiative of reservoir resettlement themselves.
