摘 要:在中央推行全面“一肩挑”背景下,农村政经关系呈现调适性治理样态。以N区为例,在理论与经验互构中提炼出全面“一肩挑”背景下农村政经关系调适性治理实践逻辑的分析框架,形成“研究视角—影响因素—实践路径”的研究进路。研究发现,农村政经关系是国家权力嵌入农村社会的产物,农村政经关系的调适性治理不是简单的回归式改革,而是“政经合一—政经分离—超越政经合一”的前进式改革,经历了“政治逻辑—经济逻辑—治理逻辑”的演进过程。农村政经关系调适性治理既有来自于中央和地方政府的强制性制度变迁因素,也有来自农村基层治理需求的诱致性制度变迁因素。全面“一肩挑”背景下农村政经关系调适性治理的落脚点是农村党组织建设,即以农村党组织建设引领农村政经关系调适性治理,其实践路径包括回应“政经合一”和“政经分离”中的党建问题,完善调适性治理过程中的理论党建、制度党建、融合党建。据此,该研究在理论上有利于对农村政经关系调适性治理和农村党组识建设提供系统化诠释,在实践上则有益于为中央实施全面“一肩挑”提供可行的实践路径。Under the background of full“Multi-task on One shoulder”,rural political and economic relations present a pattern of adaptive governance.Taking district N as an example,this paper extracts the analysis framework of adaptive governance practical logic of rural political and economic relations and then forms the research approach of“research perspective-influencing factors-practical path”.Research has found that rural political and economic relations are a product of the embedding of state power into rural society.The adaptive governance is not a simple regression reform,but a progressive reform of“integration of politics and economy-separation of politics and economy-transcendence of integration of politics and economy”.The governance is influenced by both mandatory institutional changes from central and local governments,as well as induced changes from grassroots governance needs in rural areas.The adaptive governance foothold of rural political and economic relations is the construction of rural party organizations.Its practical path includes responding to the party building issues of“integration of politics and economy”and“separation of politics and economy”,improving theoretical party building,institutional party building and integrated party building in the process of adaptive governance.Accordingly,in theory,it is conducive to provide a systematic interpretation of the adaptive governance of rural political and economic relations and the rural party organizations construction,and in practice,it is beneficial to provide feasible practical path for the central government to fully implement“Multi-task on One shoulder”.
