韩国终身职业教育培训政策的实施、改革方向及启示

摘　　要：从金泳三政府首次提倡构建“终身职业教育培训体系”到朴槿惠政府提出“能力型社会”的建设,韩国终身职业教育培训体系不断完善,推出了一系列政策制度。文在寅政府时期发布终身职业教育培训的中长期规划,进一步明确了改革方向。韩国终身职业教育培训体系为国民开启了多种职业道路和贯穿一生的职业发展途径,提高了就业率,有力地支撑了国家产业发展。我国可借鉴其政策实施经验,构建纵向贯通、横向融通,产教融合、协同创新,服务全民、开放包容的现代职业教育体系,提升职业教育终身化发展水平,为学习型社会、技能型社会的创建提供重要支撑。From the Kim Young-sam administration first advocating the construction of a"lifelong vocational education and training system"to the proposal to build a"capable society"of the Park Geun-hye administration,South Korea's lifelong vocational education and training system has been continuously improved and a series of typical policies and systems have been introduced.During the period of the Moon Jae-in administration,the medium and long-term plan for lifelong vocational education and training was issued,which further clarified the direction of the reform.The lifelong vocational education and training system in South Korea has opened up various career paths and lifelong career development paths for its citizens,improved the employment rate,and effectively supported the development of national industry.China can learn from the implementation experience of the policy,build a modern vocational education system that is vertically articulated and horizontally integrated,industry-education integrated,collaborative and innovative,serving the whole people,open and inclusive,so as to improve the level of lifelong development of vocational education and provide important support for the establishment of a learning society and a skill-based society.
