塑料污染治理中的生产者责任延伸制度研究

摘　　要：从现实情况来看,当前塑料污染治理中的生产者责任延伸制度,还存在着法律法规框架不完善、责任主体界定不清、回收处理体系不健全、监管机制不到位等一系列问题。这限制了其应有的效用,降低了塑料污染治理成效。为此,应进一步完善塑料污染治理中的生产者责任延伸制度,充分发挥其效用,使塑料污染治理能够取得最佳的成效,本文简要阐述了当前塑料污染治理中生产者责任延伸制度存在的问题,针对塑料污染治理中生产者责任延伸制度的完善途径提出了部分探讨性分析建议。From a practical perspective,there are still a series of problems in the current extended producer responsibility system for plastic pollution control,such as incomplete legal and regulatory frameworks,unclear definition of responsible parties,inadequate recycling and disposal systems,and inadequate regulatory mechanisms.This limits its ex pected effectiveness and reduces the effectiveness of plastic pollution control.Therefore,it is necessary to further improve the extended producer responsibility system in plastic pollution control,fully exert its effectiveness,and achieve the best res ults in plastic pollution control.This article briefly expounds the problems existing in the extended producer responsibility system in current plasti c pollution control,and proposes some exploratory analysis suggestions for the improvement of the extend ed producer responsibility system in plastic pollution control.
