铁路客运站行人侵限行为防控研究——以湖南、广东、海南三省为例

摘　　要：侵入铁路线路与阻挡列车开行是铁路客运站常见的行人侵限行为,对铁路运输安全和公共秩序构成严重威胁。通过分析湖南、广东、海南三省5年间的相关案例,提取出该类越轨行为的类型和特征,并从动机的形成过程和实施行为的即时环境两个角度剖析侵限行为的成因。研究发现,侵限者越轨行为的形成主要受到法律规制不完善、个体认知不足以及消极情绪失控等因素的影响,并且更可能在即时环境中存在着不良秩序和防控漏洞时实施侵限行为。因此,在防控对策上,应从削弱越轨倾向滋生和阻断即时环境中的促动因素两条主线出发制定举措,以实现有效防控。The actions of intruding into railway lines and obstructing the train start are common actions of pedestrian intruding railway clearance in railway passenger stations,which pose a serious threat to railway safety and public order.Through the analysis of Hunan,Guangdong and Hainan provinces five years related cases,extract the types and characteristics of deviant behavior,and from the formation process of motivation and behavior of real-time environment two aspects analyzes the cause of the actions of pedestrian intruding railway clearance.It is found that the formation of such deviant behavior is mainly affected by factors such as imperfect legal regulation,insufficient individual cognition and uncontrolled negative emotions,and is more likely to be carried out when there are bad order and prevention and control loopholes in the real-time environment.Therefore,in terms of prevention and control measures,it is necessary to formulate measures from the two aspects of weakening the breeding of deviant tendency and blocking the driving factors in the real-time environment,so as to form effective prevention and systematic control.
