摘　　要：检察机关提前介入刑事侦查机制具有监督和规范侦查活动的功能,对确保侦查阶段调查取证方向的精准性、推动认罪认罚从宽制度的贯彻以及降低刑事案件“案-件比”具有重要的法治价值。然而提前介入刑事侦查机制仍面临着立法供给不足、检警沟通机制不畅、介入时机和内容难以把握以及缺乏可靠的成效评价机制等现实短板。为此,需要推动提前介入刑事侦查机制的立法完善,依托数字化技术打破检警信息壁垒,明确提前介入刑事侦查机制的实体和程序性条件,建立客观、公正的评价标准,将提前介入刑事侦查的成效纳入检察官工作绩效考核,从而推动提前介入刑事侦查机制功能的充分实现。The early intervention of procuratorial organs in the criminal investigation process plays a crucial role in supervising and standardizing investigative activities.This intervention is vital for ensuring the accuracy of evidence collection,promoting the leniency system for guilty pleas,and reducing the“case-to-file ratio”in criminal cases.However,the current mechanism for early intervention faces several challenges,including inadequate legislative support,weak communication between prosecutors and police,difficulties in determining the timing and scope of intervention,and the absence of a reliable effectiveness evaluation framework.To address these issues,it is essential to enhance the legislative framework governing early intervention,leverage digital technology to eliminate information barriers,clarify the substantive and procedural conditions for intervention,establish objective and fair evaluation criteria,and integrate the outcomes of early intervention into the performance appraisal of prosecutors.These improvements will facilitate the effective realization of the early intervention mechanism in criminal investigations.
