摘　　要：目的通过分析2007—2021年河北省农村医疗卫生资源配置情况和效率,探讨农村医疗卫生资源配置的合理性,为河北省提升资源配置效率提供参考。方法采用数据包络分析的BCC模型对2007—2021年河北省农村医疗卫生资源配置效率进行静态分析,运用Malmquist指数对2007—2021年的数据进行动态分析。结果河北省乡镇卫生院和村卫生室的医疗卫生配置效率平均值都小于1,规模效率是技术效率降低的主要影响因素;相较于2007年,乡镇卫生院和村卫生室的全要素生产率指数分别降低了21.1%和21.5%。结论针对以上问题,应加强乡镇卫生院的服务能力,优化资源配置;建立健全人才激励机制;加强公共卫生政策的监管,拓宽资源配置的路径,在提高医疗卫生资源配置合理性的同时使农村居民获得更高水平更高质量的医疗服务。Objective To analyze the allocation and efficiency of rural medical and health resources in Hebei Province from 2007 to 2021,to discuss its rationality,and to provide reference for improving the efficiency of resource allocation in Hebei Province.Methods The BCC model of data envelopment analysis was used to statically analyze the allocation efficiency of rural medical and health resources in Hebei Province from 2007 to 2021,and the data from 2007 to 2021 were dynamically analyzed by using Malmquist index.Results The average efficiency of medical and health allocation in township hospitals and village clinics of Hebei Province was less than 1,and scale efficiency was the main factor affecting the decreased technical efficiency.Compared with 2007,the total factor productivity index of township hospitals and village clinics decreased by 21.1%and 21.5%,respectively.Conclusions In view of the existing problems,we should strengthen the service capacity of township hospitals and optimize the allocation of resources,establish and improve the talent incentive mechanism,strengthen the supervision of public health policies,broaden the path of resource allocation,and improve the rationality of medical and health resource allocation,so as to enable rural residents to obtain higher level and higher quality of medical services.
