摘　　要：奉系军阀构建了完整有效的“清乡”体系,以制度形式固化“清乡”政策的调控范围,明确可为与不可为的界限,以达到消弭匪患、维护治安之目的,避免基层社会秩序遭到破坏,同时利用“清乡”政策的特殊权威,对东北三省的被统治阶级实行全面的政治统治。The Fengtian warlords established a complete and effective"Qingxiang"system.They set the control scope of"Qingxiang"policy through institutional means,clarified the boundary between what can be done and what can not be done,in order to remove the danger of bandits and keep order,and prevent the destruction of the grassroots social order.At the same time,they made use of the special authority of"Qingxiang"policy to exercise total political rule over the ruled classes in the three northeastern provinces.
