摘　　要：民航应急动员是交通运输动员的重要组成部分,是国防动员的主要内容,是应对重大突发事件的力量支撑。面对新时代“平时服务、急时应急”对民航应急动员的新要求,从贯彻总体国家安全观的战略视角出发,界定民航应急动员能力由组织筹划能力、资源保障能力和信息支撑能力构成。民航应急动员在新时代面临新的形势与挑战,为解决民航应急动员组织实施过程中突出的矛盾问题,从创新民航应急动员理念、健全体制机制、完善法律法规体系、加强专业力量建设和构建网络信息平台等方面提出具体对策,不断提升民航应急动员能力。Civil aviation emergency mobilization is a crucial component of transportation mobilization,a key aspect of national defense mobilization,and a foundational force for responding to major emergencies.In light of the new requirements for civil aviation emergency mobilization of“serving in peacetime,responding in emergencies”,this paper adopts a strategic perspective by implementing a holistic view of national secu-rity.It defines that the civil aviation emergency mobilization capacity is composed of the abilities of organiza-tional planning,resource guaranteeing and information supporting.In the new era,civil aviation emergency mobilization faces new situations and challenges.To resolve the prominent contradictory problems in the or-ganization and implementation process,this study proposes specific measures,focusing on innovating con-cepts of civil aviation emergency mobilization,improving institutional mechanisms,refining legal and regula-tory frameworks,strengthening professional capacity,and establishing network information platforms to con-tinuously enhance the capacity of civil aviation emergency mobilization.
