摘 要:民航应急动员作为国防交通运输动员的重要组成部分,是将平时民航应急潜力组织转化为急时民航应急实力的实践活动。研究中国民航网近五年的相关报道后发现,我国民航应急动员活动主要涉及应急管理部、民用航空局、救援飞行队、机场、航空企业、空中交通管制单位、社会组织等参与主体。我国当前的民航应急动员体系与部分发达国家有相似之处,但也有所差异。借鉴美国和俄罗斯由政府部门领导的动员体系,以及瑞士围绕航空救援队Rega而建立的动员体系,结合我国国情,建议从组织机构赋能、完善法规政策制度、理顺领导指挥关系、健全军地协调关系、建立运行监督机制等五个方面加强我国民航应急动员体系建设。Civil aviation emergency mobilization,as a crucial component of national defense transportation mobilization,is a practical activity that organizes and transforms potential civil aviation resources during peacetime into effective capabilities for emergencies.This research,based on relevant reports from the CAACNEWS website over the past five years,finds that China’s civil aviation emergency mobilization ac-tivities primarily involve multiple stakeholders,including the Ministry of Emergency Management,the Civil Aviation Administration of China(CAAC),rescue flight teams,airport,aviation enterprises,air traffic control units,and social organizations.China’s current civil aviation emergency mobilization system has similarities and differences with some developed countries.Thus,drawing on the government-led mobilization systems of the United States and Russia,as well as the system established by Switzerland around the aviation rescue team Rega,and considering China’s national conditions,it is recommended that China strengthen the con-struction of its civil aviation emergency mobilization system in five areas:organizational empowerment,regu-latory and policy improvements,clarification of leadership and command structures,civil-military coordina-tion,and operational oversight.
