江西高水平打造低空应用场景的思考

摘　　要：开发应用场景、促进低空运营,是发展低空经济的前提与起点,更是带动上游低空制造业、下游低空保障与服务业的桥梁与纽带。从微观市场与宏观政策两个层次看,低空应用场景已有既定的政策指向和市场导向。江西高水平打造低空应用场景,应结合省情找准切入点,以争创低空应用试点项目为目标,瞄准商业化、规模化、标准化发展方向,沿着“生产作业—载物—载人”的发展路径,短期着力开发低空农林渔、无人机物流、低空旅游,中长期重点开发低空应急救援、城市空中交通。通过应用场景的拓展与创新,牵引低空经济全链条高质量发展。Developing application scenarios and promoting low-altitude operations is the prerequisite and starting point for the development of low-altitude economy,as well as the bridge and link that drive upstream low-altitude manufacturing industry and downstream low-altitude support and service industries.From the perspectives of micro market and macro policy,there are specific policy directions and market orientations for low-altitude application scenarios.To create high-level low-altitude application scenarios in Jiangxi,Jiangxi should find the right entry point based on its provincial situation,with the goal of creating pilot projects for low-altitude applications.We should aim for commercial,large-scale,and standardized development,and follow the development path of"production operation-carrying cargo-manned".In the short term,we should focus on developing low-altitude agriculture,forestry,and fishery,unmanned aerial vehicle logistics,and low-altitude tourism.In the medium and long term,we should focus on developing low-altitude emergency rescue and urban air traffic.By expanding and innovating application scenarios,it can drive the high-quality development of the entire low-altitude economy chain.
