革命老区振兴发展的政策效应测度与优化建议——以赣闽粤原中央苏区为例

摘　　要：推动欠发达地区振兴发展是实现共同富裕目标、建立社会主义现代化强国的重要战略举措。革命老区大部分位于多省交界地区,很多仍属于欠发达地区。研究以赣闽粤原中央苏区为例,系统梳理革命老区振兴发展的政策体系及显著成效,同时基于2008—2022年县域面板数据,实证检验革命老区振兴发展的政策效应及其影响机理。结果表明,革命老区振兴发展政策效应显著,主要通过增加地方财政收入赋能革命老区经济社会多维度高质量发展,但仍面临政策效能转化不足、区域内生发展活力匮乏等现实困境。据此,研究从深化欠发达地区制度改革、激发自身发展活力、助推区域战略协同等领域给出优化建议。Promoting the revitalization and development of underdeveloped areas is an important strategic measure for achieving the goal of common prosperity and establishing a a socialist modernized strong country.Most of the old revolutionary areas are located at the border of multiple provinces,and many are still underdeveloped areas.The study taking the former Central Soviet Area of Jiangxi-Fujian-Guangdong as an example to systematically sort out the policy system and significant achievements of revitalizing and developing the old revolutionary base areas and its significant effects.Based on the county-level panel data from 2008 to 2022,it empirically test the policy effects and influencing mechanism of revitalizing and developing old revolutionary base areas.The results indicate that the poli-cy effect of revitalizing and developing the old revolutionary base areas is remarkable,mainly by increasing local fi-nancial revenue to empower the multi-dimensional and high-quality economic and social development of the old revolutionary base areas.However,it still faces practical difficulties such as insufficient policy effectiveness trans-formation and lack of regional endogenous development vitality.Accordingly,the study provides optimization sug-gestions in the areas such as deepening institutional reforms in underdeveloped regions,stimulating their own devel-opment vitality,and promoting regional strategic coordination.
