摘  要:低碳试点政策是促进城市碳中和技术创新的重要工具,以2009-2021年中国266个城市面板数据为样本,利用多种双重差分模型,实证分析低碳试点政策对碳中和技术创新的影响及空间溢出效应。结果表明:第一,低碳试点政策促进试点城市碳中和技术创新,且对零碳与低碳技术创新的影响更显著;低碳试点政策的影响效应具有异质性,在高行政等级、大规模人口、低资源依赖、高数字化水平和高环境规制城市表现更显著。第二,低碳试点政策通过强化政府管制、完善市场制度和加强社会监督促进碳中和技术创新,其中,政府管制的传导作用最显著,其次是市场制度,而社会监督的作用最弱。第三,低碳试点政策具有明显的正向空间溢出效应,来自邻近地区的间接效应占比高达77%,且产业结构优化会增强低碳试点政策的溢出效应。With the acceleration of global warming,extreme weather events such as glacier melting,floods,and droughts are frequent,and addressing climate change has become the most concerned global governance issue today.Cities are important units of economic activity and it is the only way to achieve the"dual carbon"goal by promoting the green and low-carbon transformation of cities.Carbon capture,carbon sequestration and other carbon neutrality technologies can effectively reduce carbon emissions in the production process and play an irreplaceable role in promoting low-carbon development in cities.The low-carbon pilot policy,which integrates low-carbon and innovative development concepts into urban construction,relies on institutional reform and technological progress to build an industrial system and consumption model characterized by low-carbon emissions,injecting new vitality into the low-carbon innovative development of cities.Therefore,the exploration of the relationship between low-carbon pilot policies and urban carbon neutrality technological innovation is of great significance for achieving the"dual carbon"goals and sustainable economic development.This study uses multiple double-difference models and panel data from 266 cities in China from 2009 to 2021 to empirically analyze the impact of low-carbon pilot policies on carbon neutrality technological innovation and urban heterogeneity.It also examines the mediating effects of government regulation,market system,and social supervision,as well as the spatial spillover effects of pilot policies.The results show that(1)low-carbon pilot policies promote carbon neutrality technological innovation in pilot cities,and compared with negative carbon technological innovation,the positive impact of low-carbon pilot policies on zero carbon and low-carbon technological innovation is more significant;the policy effects of low-carbon pilot projects have heterogeneity,and they play stronger roles in cities with high administrative levels,large population sizes,low resource depend
