摘　　要：基层协商对于促进基层治理良序善治、推动社会主义协商民主制度优势转化为基层治理效能具有重要作用。近年来,基层协商实践蓬勃开展,丰富发展了基层协商民主理论,同时也面临新的问题和挑战,如何有效开展基层协商成为完善基层治理体制的关键问题。本文从社会机制视角分析基层协商的运作逻辑,旨在深入理解基层协商的动态性和复杂性,健全基层协商体制机制。本文选取T镇“乡镇企业危房拆除”案例,构建从“政策环境”到“个体行为与互动”再到“政策结果”的跨层次分析框架,揭示基层协商助推“新官理清旧账”的运作逻辑。研究发现,协商主体基于多元利益和行动偏好形成复杂互动,在协商过程中,“参与激励”、“策略性认同”和“中间人沟通”三种机制得以生成,助推基层协商制度化运行,进而涌现基层协商的政策结果。与此同时,基层协商的社会机制在操作层面上阐释了“矛盾呈现-张力化解-有效协商”的逻辑链条,为促进有效基层协商提供了可行路径。Grassroots consultation plays a pivotal role in fostering good governance at the local level and converting the advantages of the socialist consultative democracy system into effective governance outcomes.In recent years,the practice of grassroots consultation has flourished,significantly enriching the theoretical frame-work of grassroots consultative democracy.However,new challenges have arisen,and determining how to con-duct grassroots consultations effectively has become a critical issue in enhancing the grassroots governance system.This paper examines the operational logic of grassroots consultation from a social mechanism perspective,aiming to deepen the understanding of its dynamics and complexities while improving the structure and mechanisms of grassroots consultation.Using the case of"demolition of unsafe buildings in township enterprises"in T Town,it constructs a multi-level analytical framework that moves from the"policy environment"to"individual behaviors and interactions"and ultimately to"policy outcomes",revealing how grassroots consultation facilitates the resolution of historical issues by newly appointed officials.The study reveals that consultation participants,driven by diverse interests and preferences,engage in complex interactions.Throughout the consultation process,three mechanisms—"participation incentives","strategic alignment",and"mediator communication"—are formed,which collectively promote the institutionalization of grassroots consultations and lead to emergent policy outcomes.Furthermore,the social mechanisms underlying grassroots consultation explain the procedural logic of"conflict emergence—tension resolution—effective consultation",offering a viable path for achieving effective grassroots consultation.
