强政治势能下的运动式治理及其常规化转型——基于全国农村低保专项治理的研究

摘　　要：运动式治理因治理效果“立竿见影”而深受各级政策执行主体的青睐,但又因治理效果具有阶段性且反弹性强而饱受诟病。全国农村低保专项治理打破了“运动式治理失灵”,其对目标定位偏差的治理既实现了“当下改”,又实现了“长久治”。在多地深度访谈掌握丰富研究资料的基础上,基于“强政治势能-政策良性变现”的框架分析发现,强政治势能触发的全国农村低保专项治理借助于严苛的负面激励和非制度性投入执行资源快速纠正了救助对象识别偏差,同时开展以政策迭代、技术应用和资源扩充为主要内容的常规化建设,在新的强政治势能的推动下实现常规化治理而使治理效果得以延续。本文是对全国农村低保专项治理的探究,提供了一条运动式治理转型为常规化治理的可行路径,其中强政治势能不仅是运动式治理的“触发器”,还是常规化治理的“推动器”,而执行主体在运动式治理基础上开展的常规化建设则是治理模式转型的“通道”。Campaign-style governance is highly favored by policy implementers at all levels due to its immediate effectiveness,but it is also criticized for its phased and strong rebound ability in governance effect.The National Special Governance for Rural Subsistence Allowance has broken the"failure of campaign-style governance",and its governance for target positioning deviation has achieved both"immediate improvement"and"long-term governance".After mastering rich research materials through in-depth interviews in multiple locations,based on the framework analysis of"strong political momentum-policy benign realization",it is found that,the National Special Governance for Rural Subsistence Allowance triggered by strong political momentum corrected the deviation in identifying the rescued object quickly by means of strict negative incentives and non-institutional investment in executing resources,simultaneously carrying out conventional construction with policy iteration,technology application,and resource expansion as the main content,conventional governance can be achieved to ensure the continuity of governance effectiveness under the promotion of new strong political momentum.The research of the National Special Governance for Rural Subsistence Allowance in this article can provide a feasible path for the transformation from campaign-style governance to conventional governance,strong political momentum is not only a"trigger"for campaign-style governance,but also a"promoter"for conventional governance,the conventional construction carried out by executing entity on the basis of campaign-style governance is the"channel"for the transformation of governance models.
