摘　　要：如何优化营商环境、发展风险投资,对于促进区域创新、实现经济高质量发展具有重要意义。文章基于2011—2021年我国31个省份的面板数据,实证检验了营商环境对区域创新的影响及其作用机制。研究发现,营商环境的改善对区域创新能力的提升具有一定的促进作用,且经过一系列稳健性检验后,此结论依然成立。影响机制分析结果表明,风险投资是营商环境促进区域创新的作用路径。异质性检验结果显示,营商环境的区域创新效应在经济发达的东部地区表现更加突出。How to optimize the business environment and develop venture capital is of vital significance for promoting re⁃gional innovation and achieving high-quality economic development.This paper empirically examines the influence of the busi⁃ness environment on regional innovation and its mechanism of action based on the panel data of China’s 31 provinces from 2011 to 2021.The research findings go as following:The improvement of the business environment plays a certain facilitating role in enhancing regional innovation capabilities,and this conclusion still holds after a series of robustness tests.The analysis of the in⁃fluencing mechanism indicates that venture capital is the functional path through which the business environment promotes re⁃gional innovation.The heterogeneous test results show that the regional innovation effect of the business environment is more prominent in the economically developed eastern region.
