摘　　要：PPP模式涉及到公共部门、私人部门、金融机构等各方利益相关者,他们从各方自身利益需要出发,在完成PPP项目的共同目标下走到一起。所以,如何解决各方的利益冲突,构建更为完善的利益体系,成为PPP模式能否成功的根本。因此,笔者综合考虑成本投入、风险分担、贡献程度、项目参与度等四个关键因素,建立基于改进Shapley值的PPP模式收益分配模型,以有一个合理的利益分配方式,使各方利益最大化。The PPP model involves various stakeholders such as the public sector,private sector,and financial institutions,who come together from their own interests and needs to achieve the common goal of completing PPP projects.So,how to resolve conflicts of interest among all parties and build a more comprehensive system of interests has become the fundamental factor for the success of the PPP model.Therefore,the author comprehensively considers four key factors:cost input,risk sharing,contribution level,and project participation,and establishes a PPP model profit distribution model based on improved Shapley values to get a reasonable profit distribution method that maximizes the interests of all parties.
