摘　　要：管理人员基本安全素养不到位是神东煤炭集团某些矿井发生安全事故的主要原因之一。在研究分析安全生产管理中的主要矛盾和问题的基础上,抓住煤矿安全管理人员这个关键少数,研究提出“知-畏-行”安全管理理念,即知晓各项安全管理制度和标准,保持对各项制度和标准的敬畏之心,执行管理严格认真;提出安全管理人员培训应做到“应知-应会-应关注”,即自己对管理制度了然于心的同时还应会向员工讲解示范;应关注对人员的分类建档、人岗匹配等;关注机电维护维修制度,形成设备“安全防护密码”;关注井下环境状况,严格执行环境管理制度;在管理上加强案例学习,落实不安全行为管控和隐患排查工作,强化故障处理能力。上湾煤矿落实两个三维一体,提升了管理人员自身安全素养和安全管理水平,实现高水平的可持续安全生产。One of the main reasons for the safety accidents in some mines of Shendong Coal Group is that the basic safety literacy of management personnel is not in place.On the basis of studying and analyzing the main contradictions and problems in the management of production safety,Shangwan Coal Mine grasps the key minority of coal mine safety management personnel and put forward the safety management concept of“knowing-fearing-doing”,safety management personnel should be aware of all safety management systems and standards.Maintaining a reverence for systems and standards.And safety management personnel shall strictly implement the safety management system.Shangwan Coal Mine also puts forward that the training of safety management personnel should be“should knowshould know-should pay attention”,safety managers should not only understand the management system themselves but also explain to employees.Safety management personnel should pay attention to the classification of personnel file,personnel post matching and so on.Mechanical and electrical maintenance system should be concerned,and Shangwan Coal Mine should form equipment safety protection code.Paying attention to the conditions of the underground environment and safety management personnel strictly implements the environmental management system.Shangwan Coal Mine should strengthen case study,unsafe behavior control and hidden danger screening should be implemented,safety management personnel should also strengthen their troubleshooting capabilities.The implementation of two three-dimensional integration in Shangwan Coal Mine has improved the safety literacy and safety management level of the managers themselves,and has achieved a high level of sustainable safety production.
