贵州省罗甸县退耕还林工作发展思考

摘　　要：自2014年起,我国实施新一轮退耕还林政策,罗甸县作为贵州省的重要农业产区,积极响应国家退耕还林政策。通过对罗甸县退耕还林工程的实施背景、经济支持、生态效益和社会效益等进行梳理和分析,可以看出罗甸县在退耕还林工作中取得了显著成效,不仅提高了森林覆盖率,减少了水土流失,还改善了农村产业结构,有效改善了当地的生态环境,促进了农村经济的可持续发展。但也存在一些问题,例如部分地区的退耕还林工作进展缓慢,质量不高;部分农户对退耕还林政策的认知程度有限;退耕还林后的后续管理和维护工作面临一定的困难等。该文针对以上问题提出提高部门协同合作、加大宣传力度、提高公众参与、提高工程质量等措施,为今后的生态建设工作提供理论支持和实践参考。Since 2014,China has implemented a new round of policy of returning farmland to forest.Luodian county,as an important agricultural production area in Guizhou province,has actively responded to the national policy of returning farmland to forest.The implementation background,economic support,ecological and social benefits of the project of returning farmland to forest in Luodian county were analyzed.The results show that Luodian county has achieved remarkable results in the work of returning farmland to forest,not only increasing the forest coverage rate,reducing soil and water loss,but also improving the rural industrial structure,effectively improving the local ecological environment,and promoting the sustainable development of rural economy.However,there are some problems such as the slow progress and low quality of the work in some areas;Some farmers have limited cognition of the policy of returning farmland to forest;And the subsequent management and maintenance work after returning farmland to forest face certain difficulties.It was suggested to strengthen the coordination and cooperation between departments,increase publicity,improve public participation,improve project quality,so as to provide theoretical support and practical reference for future ecological construction work.
