摘　　要：节能及提高能效是实现碳达峰碳中和目标的关键支撑,能源审计作为重点领域节能降碳改造的基础性工作,可以帮助企业节能降本,推动节能服务产业发展,培养更多双碳人才并推动绿色就业。本文研究了德国推动能源审计工作的主要做法及成效,梳理了我国能源审计发展现状和存在问题,并提出推动合规审计、完善标准体系、加强监管和出台财税激励政策等方面的政策建议。Energy saving and energy efficiency improving is the key method to reach carbon peaking and carbon neutrality goals.Energy auditing,as the basic work of energy saving and carbon reduction in key industries,can help enterprises save energy and save money,promote the development of energy saving service industry,cultivate more dual-carbon talents and promote green employment.This paper researches German practices in promoting energy auditing,the current development status and the existing problems of energy auditing in China,and puts forward policy recommendations to promote compliance auditing,improve the standardized system,introduce financial and tax incentives,and strengthen supervision.
