索薪封印:北洋政府时期职官的讨薪策略及其困境

摘　　要：北洋政府时期,延续晚清以来国家财政入不敷出的局面,加上军阀混战,军费支出大幅增加,导致职官薪俸无法及时、足额发放。职官为维持机构运作及自身生计,不得不采取封印、组织联合索薪会等形式,向总统府、国务院、财政部及实权派索薪。由于北洋政府政权更迭频繁,职官的索薪对象常常发生改变,加剧了索薪的难度。北洋政府职官的索薪封印,既反映北洋政府财政困难,也是北洋政府统治集团内部勾心斗角的重要表征。During the period of the Beiyang government,the situation where the national finances were unable to make ends meet since the late Qing Dynasty,coupled with warlord warfare,led to a significant increase in military expenditure,resulting in the inability to timely and fully pay salaries for officials.To maintain the operation of the organization and their livelihood,officials have to resort to forms such as sealing and organizing joint salary demands and demand salaries from the Presidential Office,the State Council,the Ministry of Finance,and the actual power distribution.Due to frequent changes in political power,the targets of salary claims for offi‐cials often change,exacerbating the difficulty of salary claims.The salary seal of officials in the Beiyang government not only reflects the financial difficulties of the Beiyang government but is also an important symbol of internal intrigue within the ruling group of the Beiyang government.
