摘　　要：社区是基层基础,社区工作者是社区治理骨干力量。在本土情境中,社区工作者既是能动的治理者,更是肩负政治功能的群众生活组织者。党建引领社区治理,既要将群众组织起来办好社区事务,更要实现对群众的教育和塑造,将分散的群众组织成有力量有觉悟的人民。在治理实践中,作为能动的治理者,他们越是能够策略化地应对指标化、过程化和满意率的考核,其群众组织动员能力就越被削弱,造成这一问题的根源主要在于治理重心下沉带来的资源替代动员。再造群众生活组织者,需要探索新型组织动员方式,即面向关键群体和关键事件的有限动员。Community is the primary-level foundation,and community workers are the backbone of community governance.In the local context,community workers are not only active managers,but also organizers of mass life who shoulder political functions.To fully play the leading role of the Party building in community governance means not only mobilizing the masses to handle community affairs well,but also educating and shaping them,i.e.to transform dispersed masses into powerful and conscious forces.In governance practice,as active managers,the more strategically community workers respond to assessments on indicator,process,and satisfaction,the weaker their ability of mobilization will be.The root cause of this problem lies in the substitution,brought about by the sinking of governance focus,of resource with mobilization.It is necessary,to reshape mass life organizers,explore and adopt a new form of organizational mobilization,namely limited mobilization targeting key groups and events.
