健全铸牢中华民族共同体意识制度机制的现实进展与未来路向

摘　　要：健全铸牢中华民族共同体意识制度机制,即围绕铸牢中华民族共同体意识工作建立系列行为准则并确保其有效运行、动态完善。健全铸牢中华民族共同体意识制度机制既是贯彻落实习近平总书记关于铸牢中华民族共同体意识重要论述的需要,也是推动铸牢中华民族共同体意识工作走向规范化、常态化和全员化的需要。当前,国家和地方已经通过立法立规以及制定政策等方式进行了制度机制建设的探索,体现在推动各主体履责、嵌入其他工作、作为判断标准等方面。未来需要在提升铸牢中华民族共同体意识工作法治化水平方面持续发力,并在各部门协作、全社会参与以及考核评价、问责追责等方面加强制度机制建设。Improving the institutional mechanisms for consolidating a strong sense of community for the Chinese nation involves establishing a series of behavioral norms around this objective and ensuring their effective operation and continuous improvement.This is not only necessary for implementing General Secretary Xi Jinping’s important discourse on consolidating a strong sense of community for the Chinese nation but also for promoting the normalization,standardization,and universal participation in this work.Currently,both national and local governments have explored institutional mechanisms through legislation,regulations,and policy formulation,which are reflected in promoting the responsibilities of various entities,integrating this work into other fields,and using it as a standard for evaluation.In the future,efforts should be made to enhance the legal framework supporting this work,and institutional mechanisms need to be strengthened in areas such as departmental collaboration,societal participation,as well as assessment,accountability,and supervision.
