摘　　要：西部地区在我国改革发展稳定大局中举足轻重,新时代推动西部大开发形成大保护、大开发和高质量发展新格局,事关中国式现代化建设全局。西部地区的生态环境关乎西部大开发战略成败、国家生态安全和中华民族永续发展,筑牢国家生态安全屏障是新时代一以贯之推进西部大开发的关键支点和重要途径,也是形成大开发新格局的战略要求和战略支撑。新时代加快筑牢国家生态安全屏障,具有党中央深度谋篇布局、美丽中国全面推进和生态环境质量明显提升等前所未有的战略机遇,但也需要直面存在的水资源短缺矛盾、生态环境脆弱和保护与发展冲突等困难挑战,进而遵循习近平总书记擘画的优化国土空间开发保护格局、推进重要生态系统保护修复重大工程和强化生态资源保护等根本路径,加快实现以高水平保护支撑高质量发展,有效形成新时代大开发新格局,赓续谱写西部大开发新篇章。The western region plays a crucial role in China’s overall strategy for reform,development,and stability.In the new era,promoting large-scale development in the west to create a new pattern of great protection,extensive development,and high-quality growth is vital to the overall construction of Chinese modernization.The ecological environment in the western region is critical to the success of the Western Development Strategy,national ecological security,and the sustainable development of the Chinese nation.Consolidating the national ecological security shield is a key fulcrum and an important pathway in consistently advancing western development in the new era.It is also a strategic requirement and support for forming a new pattern of large-scale development.Accelerating the consolidation of the national ecological security shield in the new era presents unprecedented strategic opportunities,including the Central Government’s comprehensive planning,the full promotion of a Beautiful China,and significant improvements in ecological environment quality.However,challenges such as water scarcity,fragile ecosystems,and conflicts between protection and development must be addressed.Following the fundamental pathways outlined by Xi Jinping,the General Secretary of CPC,including optimizing land space development and protection,advancing major projects for the protection and restoration of key ecosystems,and strengthening the protection of ecological resources,will help accelerate the realization of high-quality development supported by high-level protection.This will effectively form a new pattern of large-scale development in the new era and continue to write a new chapter in the development of the western region.
