铸牢中华民族共同体意识视野下《民族区域自治法》的凝聚功能研究

摘　　要：新中国在马列主义的基础上创造性地提出民族区域自治制度,实现了民族关系一体与多元的有机结合,完成了对各民族的政治吸纳。改革开放后经济逻辑主导了国家治理方式转型,1984年《民族区域自治法》贯彻了这一基本思路,促进了民族地区的经济快速发展和社会全面进步。新时代以铸牢中华民族共同体意识为主线推进民族工作,要求我们在政治吸纳和经济整合之外,以中华民族共同体意识的培育为切入点,关注各民族人民的心灵秩序的构建。政治吸纳、经济整合、共同体意识三个层面并非截然区分的,每个时期的民族工作中都包含这三个维度。无论是新中国成立之初的政治制度,还是改革开放后的经济建设,都为今天的铸牢中华民族共同体意识提供了制度资源和经济基础。新时代,应以习近平总书记关于加强和改进民族工作的重要思想为指引,重视修订完善《民族区域自治法》,进一步发挥其在铸牢中华民族共同体意识、建设中华民族共同体工作中的作用。Based on Marxism-Leninism,the PRC creatively proposed the policy of regional ethnic autonomy,achieving the integration of unity and diversity in ethnic relations and completing the political absorption of all ethnic groups.Since the reform and opening-up,economic logic dominated the transformation of the country’s governance model,and the 1984 Law of the People’s Republic of China on Regional National Autonomy implemented this fundamental approach,promoting rapid economic development and comprehensive social progress in ethnic minority areas.In the new era,the promotion of ethnic work under the main theme of consolidating a strong sense of community for the Chinese nation requires focusing on the construction of a spiritual order for all ethnic groups,in addition to political integration and economic consolidation.The three dimensions of political integration,economic consolidation,and sense of community for the Chinese nation are not strictly separated;each stage of ethnic work contains all these three aspects.Whether it was the political system established in the early days of the People’s Republic of China or the economic construction since the reform and opening-up,both have provided institutional resources and an economic foundation for today’s efforts to consolidate a strong sense of community for the Chinese nation.In the new era,we should take General Secretary Xi Jinping's important ideas on strengthening and improving ethnic work as a guide,attach importance to revising and improving the Law on Regional Ethnic Autonomy,and further play its role in forging a sense of community for the Chinese nation and building a community for the Chinese nation.
