摘　　要：随着特种设备的多样化和复杂化,事故发生后波及范围广、财产损失巨大、社会影响恶劣,甚至影响局部地区的稳定,所以建立特种设备应急体系是社会发展的迫切需求。本文阐述了应急体系建设的必要性和原则,又通过定量评价法对应急体系进行评估。通过专家经验法建立评价判断矩阵,再得出各级评估要素和权重并对体系的建设提供客观评价,多重分析找出薄弱和不足,同时为完善特种设备应急体系建设提供借鉴。After the accident,with the diversification and complexity of special equipment,it has a wide spread,huge property losses and bad social impact.it may even affect the stability of local areas.so the establishment of special equipment emergency system is an urgent need for social development.In this article expounds the necessity and principle of emergency system construction.And the emergency system was evaluated by quantitative evaluation method.The evaluation judgment matrix is established by the expert experience method.Then the factors and weights of evaluation at each levels are obtained,And provide an objective evaluation of the construction of the system,multiple analysis to identify weaknesses and deficiencies.at the same time,it provides reference for improving the construction of special equipment emergency system.
