摘　　要：邮政寄发报刊制度的形成是近代新闻传播史上的重要事件,其确立过程经历了从行业内部操作规范到国家专门性制度的转变。邮政与报刊的合作模式肇始于1903年,《北洋官报》与天津邮政总局达成合作协议,双方约定由邮政局免费邮递《北洋官报》,邮发报刊显现出原有报馆代派处发行方法所不具备的优势。1905年,海关邮局综合了欧洲和日本的先行经验,修改颁发了《新闻纸挂号章程》作为行业内部的操作规范。邮传部建立后进一步推广、强化两者的合作,1910年,《邮政章程·新闻纸类》成为国家的专门性制度,完成了法律效力的升格。邮政寄发报刊制度的实践过程,实现了地理空间网络与社会信息网络空间的关联与互动,国家与社会的力量共同参与并推动着公共领域信息传播的现代化转型。The establishment of the postal distribution system for newspapers and periodicals marks a significant event in the history of modern news dissemination.This system evolved from internal industry operational norms into a specialized national framework.The collaboration between the postal service and newspapers began in 1903 when the Beiyang Oficial Gazette entered into a cooperation agreement with the Tianjin Post Official,allowing for the free delivery of the Gazette.This new postal distribution method offered distinct advantages over the previous distribution through newspaper agencies,such as increased efficiency and broader reach.In 1905,the Customs Postal Official drew on experiences from Europe and Japan to revise Regulations on Registered Newspapers,establishing an internal operational standard for the industry.The formation of the Ministry of Posts and Communications(Youchuanbu邮传部)further strengthened this collaboration model.By 1910,Postal Regulations on Newspapers had evolved into a specialized national system,solidifying its legal status.Through the postal distribution of newspapers and periodicals,the state and society jointly promoted the modernization of information dissemination in the public sphere,transforming spatial and information networks.
