摘　　要：本文通过文本分析方法识别出2015~2021年政府对上市公司的绿色采购来探究其对企业绿色创新的影响。研究发现,政府绿色采购显著提升了被采购企业绿色创新水平,有效激励企业进行实质性绿色创新,创新方向偏向源头管控绿色创新。机制分析表明,政府绿色采购通过提高企业市场盈利能力、推动内部绿色治理和改善融资约束来激发企业绿色创新活力。异质性分析表明,政府绿色采购对规模较大和行业属性为重污染行业企业的绿色创新激励效应更显著。外部制度环境对政府绿色采购实施具有重要的调节作用,当企业所在地区知识产权保护水平好、公众环保关注度高时,政府绿色采购对其绿色创新激励效果更明显。本文研究结论为政府优化并科学运用绿色采购政策来激发企业绿色创新活力提供了有益借鉴。Green innovation is a fundamental change to the traditional high-pollution and highenergy-consuming production methods to protect the ecological environment while developing productive forces, helping enterprises to break through the system and efficiency dilemmas, and realizing the doublebenefits of economy and ecology. It is of great theoretical and practical significance to construct a marketorientedgreen technological innovation system to stimulate the intrinsic motivation of corporate greeninnovation. To a certain extent, public procurement can reflect the national strategic intent and play animportant role in cultivating and guiding the market demand for scientific and technological products.Compared with the supply-side fiscal policy, public green procurement reduces the risk of uncertainty inthe market prospect of green R&D by providing the lowest market scale for corporate green innovation andstimulates the vitality of corporate green innovation from the outside to the inside.This study explores the impact of public green procurement on the level of corporate green innovationby identifying the amount of public green procurement of listed companies from 2015 to 2021 throughtextual analysis. It is found that public green procurement significantly increases the number of greeninnovations of purchased corporates and motivates corporates to carry out substantial green innovation,with the direction of innovation favoring source-control green innovation. Mechanism analysis reveals thatpublic green procurement stimulates corporate green innovation by enhancing market profitability,promoting internal green governance, and alleviating financing constraints. Heterogeneity analysesindicate that the green innovation incentive effect of public green procurement is more significant forcorporates with a larger scale and in heavy pollution industries.
