摘　　要：国有国法,党有党规。刚性是纪律的内在属性,自觉是面对纪律的理想状态,两者共生互洽才能实现纪律效能的最优化。纪律严明是中国共产党成功应对各类风险挑战、不断从胜利走向胜利的重要保障。新时代全面从严治党伟大实践依靠严明的党纪得以深化,并在很大程度上带动了纪律刚性的回归和纪律自觉的重塑。开展党纪学习教育是推进新时代党的建设新的伟大工程的一项基础性工程,体现了历史惯性、时代价值、实践指向的共同规律性。建立经常性和集中性相结合的纪律教育机制,目的是综合发挥党的纪律教育约束、保障激励作用,使强化纪律刚性与增进纪律自觉相辅相成、相得益彰,从根本上筑牢遵规守纪、崇廉拒腐的思想防线,巩固拓展新时代全面从严治党历史性、开创性成就,更好以党的自我革命引领社会革命。The state has its law and the party has its discipline. Rigidity is an intrinsic attribute of discipline,and consciousness is an ideal state for facing discipline. Only by symbiosis and coordination between each other can the optimal effectiveness of discipline be achieved. Strict discipline is an important guarantee for the CPC to successfully cope with a variety of risks and challenges and advance from victory to victory. The great practice of exercising full and rigorous Party self-governance in the new era has been deepened through strict Party discipline,and has largely driven the return of disciplinary rigidity and the reshaping of disciplinary consciousness. Carrying out Party-wide discipline education campaign is a fundamental project to promote the new great project of Party building in the new era,reflecting the common regularity of historical inertia,contemporary values and practical orientation. The establishment of mechanisms for carrying out regular and intensive education on Party discipline aims to make full use of Party discipline as a guide,restraint,guarantee and incentive,so that strengthening disciplinary rigidity and enhancing disciplinary consciousness complement each other,fundamentally building an ideological defense line of compliance with rules and regulations,upholding integrity and fighting corruption,consolidating and expanding the historic and pioneering achievements of exercising full and rigorous Party self-governance in the new era,and better steering social revolution via Party's self-revolution.
