摘　　要：美国与墨西哥边境的非法移民问题是当前美国社会最具争议的议题之一。新冠疫情结束后,美墨边境非法入境人次和非法移民总量激增至历史峰值,尤其是来自中南美洲国家以家庭为单位的非法移民大量涌入美国,并导致边境压力骤增、未成年无法妥善安置、本土安全隐患增加等。特朗普政府和拜登政府在美墨边境非法移民问题上政策迥异,民主、共和两党在非法移民治理上缺乏基本共识。随着2024年总统选举临近,美墨边境的非法移民问题再次成为美国两党及府会斗争的焦点议题。两党政治精英理应就更全面、更合理的移民立法和政策展开严肃讨论,但受困于两党极化,两党就移民政策改革的空间变小。非法移民议题成为“否决政治”的牺牲品,这不仅无助于解决移民浪潮和边境管控难题,还会使美国社会不同群体在移民、福利等议题上更加对立,进一步加剧美国社会的撕裂。The issue of unauthorized immigration on the U.S.-Mexico Border is one of the most controversial issues in American society.Since the end of the COVID-19 pandemic,the number of illegal arrivals on the U.S.-Mexico border and the total number of unauthorized immigrants has surged to an all-time high.The Trump and Biden Administrations have implemented different policies on unauthorized immigration at the U.S.-Mexico border,and the Democratic and Republican parties lack basic consensus on the issue.With the 2024 presidential election approaching,unauthorized immigration once again becomes a focal point.Both parties should discuss seriously how to push for a more comprehensive and reasonable reform of immigration legislation,but partisan polarization reduces the possibility for immigration policy debate and reform.
