总体国家安全观视角下的新质战斗力概念试析

摘　　要：“新质战斗力”是以习近平同志为核心的党中央着眼新时代国家安全工作的新需要和新方式而提出的创新概念。2024年3月,习近平总书记创造性地将“新质战斗力”与“新质生产力”联系在一起。这不仅有利于从整体视角认识国家安全问题的多样性、关联性和动态性,也是对新征程上贯彻统筹发展和安全重大原则的有力推动。全力打造依托新质战斗力的高水平安全,有效保障基于新质生产力的高质量发展,是对国家安全实践的经验总结,也是对统筹维护和塑造国家安全工作探索的理论指导。深刻把握新质战斗力概念的基本范畴、生成发展逻辑和战略内涵,对于理解高质量发展和高水平安全良性互动,推动中国式现代化不断向前发展,具有重大而深远的意义。“New quality combat capabilities”is an innovative concept proposed by the CPC Central Committee with Comrade Xi Jinping at its core in light of the new requirements and ways of national security work in the new era.In March 2024,General Secretary Xi Jinping originally called for enabling new quality productive forces and new quality combat capabilities to effectively integrate with and boost each other.This approach not only helps us understand the diversity,linkage,and dynamics of national security issues from a holistic viewpoint but also gives a strong impetus toward implementing the principle of“ensuring both development and security”on our new journey.Vigorously pursuing high-level security underpinned by new quality combat capabilities and effectively ensuring high-quality development based upon new quality productive forces—these are the lessons we have drawn from the past and current experience of the world's countries including China in the practice of security and will provide theoretical guidance for maintaining and shaping national security.It is of great and far-reaching significance to deepen our understanding of the basic definition,evolutionary logic,and strategic connotations of new quality combat capabilities.This will help us achieve a positive interplay between high-quality development and high-level security and ensure steady progress in Chinese modernization.
