摘　　要：可再生能源是我国电力系统重要组成部分,可再生能源消纳已成为影响电力系统安全稳定的重要因素。为进一步促进可再生能源消纳,国家发改委发布了《全额保障性收购可再生能源电量监管办法》,并于2024年4月1日起施行,对充分发挥全额保障性收购制度、规范可再生能源电量保障收购行为、促进可再生能源高质量发展、推动新型电力系统建设具有重要作用。这将会使油气企业介入新能源领域难度加大,同时又为油气企业压缩空气储能等业务带来新的发展机遇。因此,建议油气公司统筹把握和优化论证发展新能源发电业务,积极开展灵活性电源业务研究。Renewable energy is an important component of China's power system,and the consumption of renewable energy has become a significant factor affecting the security and stability of the power system.Therefore,in order to further promote the consumption of renewable energy,the National Development and Reform Commission issued the"Measures for supervision on the full guaranteed purchase of renewable electricity",which came into effect on April 1,2024.It plays an important role in regulating the purchase of renewable energy electricity,promoting the high-quality development of renewable energy,and advancing the construction of new power systems.It will make it more diffcult for oil and gas enterprises to develop new energy,and at the same time bring new development opportunities for compressed air energy storage and other businesses of oil and gas enterprises.Therefore,it is recommended that oil and gas enterprises should coordinate and optimize the new energy business,and actively carry out research on theflexible power supply business.
