基于三级公立医院绩效考核的外科质量评价及实证研究

摘　　要：目的基于公立医院绩效考核指标探索外科质量评价方法,为外科质量持续改进提供参考。方法收集2019年-2022年三级公立医院绩效考核13个外科相关指标数据,采用统一标准和个性化标准相结合的方式,对某三甲综合医院9个外科专科进行质量评价。结果2019年—2022年出院患者手术占比、微创手术占比、四级手术比例均有所提升;2022年手术患者并发症发生率为1.64%,门诊患者满意度为88.18分。总体评价得分最高为I科室(92.81分),最低为A科室(83.04分)。结论该院外科医疗质量全面提升,但应重点加强手术并发症管理和提升门诊患者满意度。基于公立医院绩效考核指标的外科质量评价方法能够有效评价外科医疗质量。Objective To explore the surgical quality evaluation method based on the performance evaluation index of public hospitals,and to provide reference for the continuous improvement of surgical quality.Methods The data of 13 surgical related indicators of performance appraisal in tertiary public hospitals from 2019 to 2022 were collected.The quality evaluation of 9 surgical specialties in a tertiary hospital was carried out by combining unified standards and separately set evaluation standards.Results From 2019 to 2022,the proportion of surgery,the proportion of minimally invasive surgery and the proportion of four-level surgery of discharged patients in the hospital increased.In 2022,the incidence of complications in surgical patients was 1.64%,and the satisfaction of outpatients was 88.18 points.The overall evaluation score was the highest in department I(92.81 points)and the lowest in department A(83.04 points).Conclusion The surgical medical quality in the hospital has been comprehensively improved,but the management of surgical complications should be strengthened and the satisfaction of outpatients should be improved.The surgical quality evaluation method based on the performance evaluation index of public hospitals can effectively evaluate the surgical medical quality.
