刑满释放人员重新犯罪影响因素研究——以安置帮教政策为切入

摘　　要：我国安置帮教作为社会综合治理重要举措,在帮助刑满释放人员解决实际困难,促进刑满释放人员更好地融入社会,有效预防和减少重新违法犯罪等方面发挥了重要作用。但是预防和降低刑释人员的重新犯罪率,涉及罪犯个体特质和社会治理的诸多因素,是涉及社会各方面、各领域的系统工程。基于国内外相关文献梳理,提出刑满释放人员重新犯罪关联性因素,并通过文献数据的清洗汇聚,把握重新犯罪影响因素,为构建立体化重新犯罪预防体系奠定理论基础、政策支持和实践保障,从而实现预防和减少重新犯罪目的。The emplacement and education,a necessary measure to comprehensively improve social management in China,performs a significant role in helping released persons solve practical difficulties,promoting their better integration into society,and effectively preventing and reducing re⁃offending crimes.However,to prevent and reduce the rate of re⁃offending among emancipists is a systematic project concerning the individual characteristics of criminals and social governance.Through empirical investigation and data analysis,this study points out the relationship between the policy of resettlement and re⁃crime and puts forward the related problems,then grasps the new trends and new features of the change of re⁃crime,laying the theoretical foundation,policy support and practical guarantee for the construction of the integrated system of resettlement and education for emancipist,so as to achieve the goal of preventing and reducing the re⁃crime.
