摘　　要：公共图书馆作为文献资源保存和公共文化服务供给的载体,在推进学术创新等方面发挥了重要作用。目前,科技的飞速进步给公共图书馆的创新发展带来了机遇,如何运用新技术实现公共图书馆服务创新,不断满足人民群众多样化的文化需求,已成为重要的时代课题。为提升公共图书馆的服务创新能力,文章借鉴系统理论和效益原理,构建公共图书馆服务创新能力评价指标体系,运用群决策分析法和熵权法确定指标权重,基于能力成熟度理论确定成熟度等级及其判定框架,设计评价方法,构建公共图书馆服务创新能力成熟度模型。选取江西省图书馆进行实证分析,验证模型适用性,并根据结果提出改进方向,以期推动我国公共图书馆服务创新能力的提升。As a carrier of document resource preservation and public cultural service supply,public library plays an important role in promoting academic innovation.At present,the rapid progress of science and technology has brought opportunities for the innovative development of public libraries.How to realize the service innovation of public libraries with new technologies and constantly meet the diversified cultural needs of the people has become an important issue of the times.In order to improve the service innovation capability of public libraries,the evaluation index system of public library service innovation capability is constructed by referring to system theory and benefit principle,the index weight is determined by using group decision analysis method and entropy weight method.Based on the capability maturity theory,the maturity level and its judgment framework are determined,the evaluation method is designed,and the maturity model of public library service innovation capability is constructed.This paper selects the library of Jiangxi Province for empirical analysis,verifies the applicability of the model,and puts forward the improvement direction according to the results,aiming at promoting the improvement of the service innovation ability of Chinese public libraries.
