国外网络档案信息资源建设的实践全景解析与启示

摘　　要：发展网络档案信息资源建设,是推进数字中国建设战略的重要举措之一。文章基于国外成熟的网络档案信息资源建设项目展开案例分析,使用质性文本分析方法解析项目实施的基本模式和要点,挖掘各项目在主体、对象、过程、成果、保障维度的建设进展,最后进一步讨论我国网络档案信息资源建设的可行策略。我国的相关建设主体可参考国外项目呈现出的“加强多元主体协作”“完整识别对象的主题和来源属性”“以开发基础设施级数据服务为建设导向”等行动要点,结合实践不足更新策略,具体包括发展广泛多元的实践基础、紧跟技术与社会演变升级策略、变革建设思想与理论3个方面。The development of web archive resource construction is one of the important measures to promote the strategy of digital China construction.Based on the case analysis of mature resource construction projects in foreign countries,the article analyzes the basic modes and key points of project implementation by using qualitative text analysis method,digs out the construction progress of each project in the dimensions of subject,object,process,result and guarantee,and finally further discusses the feasible direction of developing network archive information resource construction in China.It is proposed that the relevant construction bodies in China can follow the action points of“strengthening the collaboration of multiple subjects”,“identifying the subject and source attributes of the objects in a complete way”and“developing infrastructure-level data services as the construction orientation”,and at the same time,carry out better strategy design,including developing a broad and diversified practice base,keeping up with the upgrading strategy of technological and social evolution,and transforming construction ideas and theories.
