摘　　要：社会治理现代化是推进国家治理体系和治理能力现代化的重要内容。通过基层公安机关执法能力提升推动社区治理进程,有效契合了我国社会治理现代化的现实需要。研究认为,基层社区、基层公安机关及公安机关治理能力锚定了社会治理现代化提升的基础治理空间、重要治理主体及关键影响要素。基层公安机关在社会治理中主要存在执法理念规范性不高、执法人才储备不足、执法范围边界模糊、执法手段相对滞后等问题。在今后实践推进中,可以从基层公安社会治理主体协同性、理念科学性、内容精细化、手段多元化、队伍专业性等方面予以优化。The social governance modernization is an important part of promoting the modernization of national governance system and governance capacity.Promoting the process of community governance through the improvement of law enforcement ability of grassroots public security organs effectively meets the practical needs of the modernization of social governance in China.The research holds that the governance ability of grassroots communities,grassroots public security organs and public security organs anchors the basic governance space,important governance subjects and key influencing factors of the modernization of social governance.In social governance,grassroots public security organs mainly have problems such as low standardization of law enforcement concepts,insufficient reserve of law enforcement talents,blurred boundaries of law enforcement scope,and relatively lagging law enforcement means.We can optimize the subject coordination,scientific concept,refined content,diversified means and professional team of grassroots public security social governance.
