厦门文化服务类海洋生态产品核算研究——以休闲娱乐服务为例

摘　　要：文化服务类海洋生态产品是海洋生态系统为提高人类生活质量提供的非物质收益,包括休闲娱乐服务、景观增值服务、科学研究和教育服务。休闲娱乐服务作为文化服务类海洋生态产品的关键构成要素之一,可为人类提供有价值的休闲旅游机会,为沿海城市经济发展做出贡献。本研究以厦门市海洋生态系统提供的休闲娱乐服务为研究对象,从核算的角度,研究了2006-2020年厦门市休闲娱乐服务实物量和价值量的变化情况。结果表明:①厦门市休闲娱乐服务的实物量即滨海旅游人次由1677.70万人次增加到6036.55万人次;②厦门市休闲娱乐服务的价值由67.60亿元增加到251.97亿元;③基于休闲娱乐服务价值的核算结果,厦门核算区范围内单位海域面积的平均价值由22.14元/m^(2)增加到82.97元/m^(2)。核算结果反映出在城市经济加速发展的背景下,虽然厦门市海域面积有所减少,但厦门市海洋生态系统提供海洋生态产品的能力并没有下降,反而明显提升;而且随着人民收入水平的提高,反映出人们对文化服务类海洋生态产品的需求在不断增加。本研究还提出了明晰产权归属、创新经营模式和鼓励多元主体参与等有关提升并实现休闲娱乐服务价值的机制建议。The marine ecosystem products of cultural services are the non-material benefits provided by the marine ecosystem to improve the quality of human life,including leisure and recreational services,landscape value-added services,scientific research and educational services.As one of the key elements of marine ecosystem products of cultural services,leisure and recreational services provide valuable leisure tourism opportunities for human beings,which make great contributions to the economic development of coastal cities.This paper takes the leisure and recreational services supported by marine ecosystem in Xiamen as the object and its changes are studied from 2006 to 2020 in view of perspective of accounting,including physical accounting and monetary value accounting.Results shows that(a)the number of people participating in coastal tourism of leisure and recreational services based on physical accounting has increased from 16.777 million to 60.3655 million;(b)the monetary value of the services in Xiamen increased from 6.76 billion yuan to 25.197 billion yuan;(c)the average value of unit sea area within Xiamen marine ecosystem accounting area based on the results of monetary value accounting increased from 22.14 yuan/m^(2) to 82.97 yuan/m^(2).These results presents that the ability of marine ecosystem products provides by marine ecosystem of Xiamen has significance improved against the background of the acceleration of urban economic development and decreased sea area.More important,it reflects that human demand for the marine ecosystem products of cultural services are increasing with the improvement of people s income.Finally,this study also puts forward suggestions on mechanisms to enhance and realize the value of leisure and recreational services,including clarifying property rights,innovating business models and encouraging the participation of diverse entities.
