中部地区崛起战略实施的碳减排效应研究

摘　　要：在“双碳”目标背景下,研究我国中部地区崛起战略实施的碳减排效应具有重要意义。基于省级面板数据,采用合成控制法评估中部地区崛起战略实施的碳减排效应,并通过静态面板固定效应模型检验其机制。实证结果表明,中部地区崛起战略的实施对湖北、河南、湖南3省具有碳减排效应,通过省域建设用地空间集中配置促进中心城市发展可以实现碳减排。建议加强省域建设用地空间集中配置,优化行政区划设置以完善中心城市发展功能,促进中部地区加快崛起,有效促进碳减排。Under the background of the“dual carbon”target,it is of great significance to study the carbon emission reduction effect of implementing the strategy for the Rise of Central China.Based on provincial panel da⁃ta,the synthetic control method was used to evaluate the carbon emission reduction effect of the strategy,and using a static panel fixed effects model to test its mechanism.The empirical results showed that there have been carbon emission reduction effect in Hubei,Henan,and Hunan since the implementation of the strategy,the strategy can achieve carbon reduction by promoting the development of central cities through the centralized allocation of pro⁃vincial construction land space.It is suggested to strengthen the centralized allocation of provincial construction land space,optimize administrative division settings to improve the development functions of central cities,pro⁃mote the accelerated rise of central China,and effectively promote carbon emission reduction.
