山海连城理念融入国土空间规划布局结构初探——以诏安县为例

摘　　要：本研究以福建省诏安县为例,对山海连城理念在国土空间规划中的运用进行了探讨。主要建议包括在规划中设置多条生态廊道,使这些自然要素形成生态网络,以增强生态系统的连通性和稳定性。以自然与城市和谐共生的理念为基础,以优化空间布局、实现生态保护与城市发展的双赢为目的,对诏安县的自然地理特征和城市发展现状进行分析,提出在国土空间规划中融入山海连城理念,以生态廊道优化城市功能布局提高公共空间品质等措施;促进山海资源与城市空间有效衔接,以解决城市发展与生态环境保护的矛盾,以山海连城的思路来谋划国土空间开发。This paper explores the application of the concept of mountain-sea city in the territorial spatial planning by taking Zhao’an County in Fujian Province as a case for study.It proposes to construct several ecological corridors within the planning framework so that the natural elements form an ecological network,thus enhancing the connectivity and stability of the ecosystem.Based on the concept of harmonious coexistence between nature and urban areas,under the goal of realizing the win-win situation between ecological protection and urban development by optimizing the spatial layout,the paper analyzes the natural geological features and the current development conditions of Zhao’an County.Then it proposes to integrate the concept of mountain-sea city into the territorial spatial planning and improve the public space quality by optimizing the urban functional layout with ecological corridor,so as to promote the efficient connection of the mountain-sea resources and urban space and to solve the contradiction between urban development and ecological environment protection.It plans the development of the territorial space according to the thought of mountain-sea city.
