边疆城市营商环境现状与优化路径探索——以云南省西双版纳州为例

摘　　要：文章以中国西南边陲的云南省西双版纳州为例,参照世界银行营商环境评估体系等研究成果,对西双版纳州2023年的市场主体进行满意度调查.研究得出,西双版纳州在企业注册简便化、不动产登记效率及数字化服务等方面取得进步,但窗口服务质量、一次性告知制度等方面仍存在短板.并针对存在的问题提出四大优化策略:提升政务服务能力、优化公共服务体系、改进人才引培机制、创新金融服务体系.为边疆城市有效提升营商环境竞争力,实现经济社会高质量发展提供理论依据和政策建议.Taking Xishuangbanna Prefecture in Yunnan Province,a frontier region in Southwest China,as an example,in accordance with authoritative research findings such as the World Bank Business Environment Assessment System,a satisfaction survey of market participants was conducted in Xishuangbanna Prefecture in 2023.According to study,Xishuangbanna Prefecture has made progress in areas such as simplification of enterprise registration,efficiency of real estate registration and digital services.However,shortcomings still exist in areas such as service quality at service windows,one-time notification systems.Addressing these issues,the paper refines four optimization strategies:enhancing government service capacity,optimizing the public service system,improving talent attraction and training mechanisms,and innovating the financial system.This provides a theoretical basis and policy suggestions for border cities to effectively enhance the competitiveness of their business environment and achieve high-quality economic and social development.
