社会救助高质量发展促进共同富裕:基于最低生活保障制度的观察

摘　　要：社会救助作为一项持续“兜底性”的制度,是社会保障体系的“最后一道防线”。实现共同富裕既是社会主义的本质要求,亦是中国式现代化的重要特征。通过构建以最低生活保障制度为主的社会救助高质量发展指标体系和共同富裕测度指标体系,对我国31个省份2011—2020年社会救助高质量发展和共同富裕水平展开测度,并运用动态空间杜宾模型探究社会救助高质量发展对共同富裕的影响、区域差异和空间溢出效应,结果表明:社会救助高质量发展水平和共同富裕水平呈差异化上升态势;社会救助高质量发展有效推动了共同富裕进程,但该促进效果具有空间异质性,相较东中部地区,西部地区的促进作用更弱;各省份社会救助高质量发展具有负向空间溢出效应,会减缓邻近省份的共同富裕进程。鉴于此,提出如下政策建议:多措并举,构建综合救助格局;耦合协同,破解负向溢出难题;因地制宜,促进区域协调发展。As a continuous"backstop"system,social assistance is the"last line of defense"of the social security system.Achieving common prosperity is not only an essential requirement of socialism,but also an important feature of Chinese-style modernization.This paper measures the high-quality development level of social assistance and the common prosperity level of 31 provinces in China from 2011 to 2020 by building a high-quality development indicator system of social assistance based on the minimum living security system and a common prosperity measurement indicator system.The dynamic spatial Durbin model is used to explore the impact of high-quality development of social assistance on common prosperity,regional differences and spatial spillover effects.The results show that the level of high-quality development of social assistance and the level of common prosperity show a differentiated upward trend.The high-quality development of social assistance effectively promots the process of common prosperity,but the promotion effect is spatially-heterogeneous,and the promotion effect is weaker in the western region than in the eastern and central regions.The high-quality development of social assistance in each province has a negative spatial spillover effect,which will slow down the process of common prosperity in neighboring provinces.In view of this,the following policy recommendations are put forward:build a comprehensive assistance pattern by taking multiple measures at the same time;solve the problem of negative spillover effect through coupling and coordination;promote coordinated regional development by adapting to local conditions.
