长江禁捕退捕生态补偿政策绩效评价--以洪泽湖为例

摘　　要：论文通过收集长江流域生态补偿相关文献和政策文本,在查阅文献和实地考察的基础上,采用词频分析法、层次分析法、专家打分法等进行量化分析,构建长江禁捕退捕生态补偿政策绩效评价体系。对环洪泽湖的宿迁、淮安、扬州等三个市进行实证分析,分析结果显示,三个市长江禁捕退捕生态补偿政策绩效整体水平良好,资源恢复情况明显改善,但由于各地区财政经济情况差异、政府重视程度导致渔民安置保障情况存在较大差异,其中扬州市长江禁捕退捕政策目前实施效果最佳,宿迁市次之,淮安市最低,各区域协调能力仍需不断加强。基于此,论文提出建立生态长效机制、完善渔民安置保障措施、推进部门协同治理、保障政策可持续发展等方面的政策建议。This paper collects relevant literature and policy texts of ecological compensation in the Yangtze River Basin.On the basis of literature review and field investigation,this paper uses word frequency analysis,analytic hierarchy process,expert scoring method and so on to carry out quantitative analysis,and constructs the performance evaluation system of the ecological compensation policy of the Yangtze River.The empirical analysis of the three districts and counties around Hongze Lake shows that the overall performance of the ecological compensation policy for the prohibition and withdrawal of fishing in the Yangtze River in the three districts and counties is good,and the recovery of resources has been significantly improved.Due to the differences in financial and economic conditions in various regions and the degree of government attention,there are great differences in the resettlement of fishermen.Regional coordination ability and information technology governance ability still need to be continuously strengthened.Based on this,this paper proposes to establish an ecological long-term mechanism,improve fishermen’s resettlement guarantee measures,promote coordinated governance of departments,and promote policy sustainable development.
