新质生产力赋能乡村治理效能提升的路径——基于村规民约改革的分析

摘　　要：新质生产力以创新驱动为核心竞争力,技术进步为坚实基础,实效评估为检验标准,其发展要求为乡村治理改革指明了新方向,促使乡村治理非正式制度更加注重形式显性化、过程可参与以及结果有效性。作为乡村治理的一种非正式制度,村规民约生动体现了乡村治理有效的内在逻辑。在新质生产力赋能下,广大乡村应以村规民约革新实践为契机,关联传统礼俗与日常生活释放礼治的形塑力量,利用传统管理方式与现代技术激发共治的整合动力,沟通地方知识和国家制度增强法治的规训功能,以期提升乡村治理效能。New-quality productivity,characterized by innovation-driven competitiveness,technological progress as a solid foundation,and practical effectiveness as the standard of assessment,sets out new directions for the innovation of China s rural governance.This development prompts the informal institutions of the rural governance to focus more on explicit forms,participatory processes,and effective outcomes.As an informal institution of our rural governance,village rules and regulations vividly reflect the intrinsic logic of the effective rural governance.Empowered by new-quality productivity,the reform of village rules and regulations integrates the traditional etiquette with the daily life to unleash the formative power of ritual-based governance.It uses the traditional management methods and modern technology to stimulate the integrative power of co-governance.Additionally,it integrates the local knowledge with the national systems to enhance the disciplinary function of the rule of law.These efforts collectively aim to improve the effectiveness of China s rural governance.
