边境地区双重垂管体制与涉边县域治理能力的提升路径研究——基于广西中越边境P县多个口岸的田野观察

摘　　要：边境地区政府治理体系体现出双重垂管特征,即国家主权职能优先的垂管体系和地方贸易功能区统揽的垂管体系。边境地区县域政府在双重垂管体系下成为从属型政权角色。此种垂管治理体系的常规运行体现出国家主权事务规则强制化、市场秩序建构的地方化和县乡属地事务的边缘化。这导致边境地区县域属地统合治理存在现实困境,体现为:跨境事务多头管理与协同难、边境基层政权基础性权力偏弱、边境基层社会的流动性与复杂性对属地常规治理的挑战。推进边境地区基层政权建设和县域治理能力提升,需在属地治理平台的权限整合、优化常规治理中的协同机制、提升边境基层政权治理能力和强化边境地区社会组织的有效监管等方面着力。The governance system of the governments in the border areas of China embodies the characteristics of a double-line top-down management,that is,it is composed of both a top-down management system of the functional priority of the national sovereignty and an all-inclusive top-down management system of the functional area of the local trade,under which the county governments in the border areas play a subordinate role.The regular operation of the top-down management system reflects the compulsory feature of sovereign affairs,the localization of the market order and the marginalization of the local affairs of counties and townships,and produces practical difficulties in the centralized governance of the counties in the border areas,which find expression in the following:the difficult management of border affairs by multiple parties and their poor cooperation,the relatively weak foundation of the grass-roots governments in the border areas,and the challenges of the mobility and complexity of the grass-roots border society to the regular management of the border areas.The promotion of the development of the grass-roots governments in the border areas and the enhancement of the capacity of the county-level governance rely on the integration of the authorities of the county-level governance platform,the optimization of the coordination mechanism in regular governance,the improvement of the governance capacity of the grass-roots governments and the enhancement of the effective supervision of the social organizations in the border areas.
