从“监管”到“治理”:国有企业境外档案管理模式转型

摘　　要：随着海外业务的拓展,我国企业的境外档案数量急剧增长,但目前还缺乏成熟的管理模式予以应对。以5家开展境外业务的国有企业为研究对象,通过实地与网络调研,从制度规范、组织结构和业务流程三个维度调查了国有企业境外档案管理的现状。结果显示,以监管为导向的档案管理模式在国有企业境外档案中面临着众多挑战。为更好地贯彻“双重遵从”原则,有必要在国有企业境外档案管理中实现从监管到治理的转型,通过“中国+”档案模式构建、人员与技术赋能等策略,建立适应境外档案特点的管理模式。With the expansion of overseas business,the quantity of archival records of Chinese enterprises abroad has witnessed a rapid increase.However,overseas archives still lack a mature model to address.This research focuses on five stateowned enterprises engaged in overseas business,conducting on-site and online investigations to examine the current state of overseas archival management from three dimensions:institutional norms,organizational structure,and operational processes.The findings indicate that the regulation-oriented archival management model faces numerous challenges in the overseas archives of state-owned enterprises.To better implement the "dual compliance" principle,it is essential to shift from regulation to governance in the management of overseas archives for state-owned enterprises.This transition can be achieved through strategies such as the "China+" archival model,empowerment through personnel and technology,aiming to establish a management model tailored to the characteristics of overseas archives.
