分权治理视角下法国央地协同实施社会住房政策的经验与启示

摘　　要：社会住房是提高居民住房可负担能力、稳定住房市场的重要抓手,如何高质高效地建设社会住房是社会关注的重要议题。法国经过多年实践与改革,形成了一套特色鲜明的住房保障体系,其地方分权治理模式成为欧洲发达国家社会住房发展模式的典型代表之一。笔者从地方政府分权治理的视角研究法国社会住房政策,重点关注其住房政策机制和实施成效,以期对我国保障性住房政策的制定有所启示和借鉴。Social housing is an important way to improve housing affordability and stabilize the housing market,and how to response housing mandates with high quality and efficiency has become an important issue of social concern.After years of practice and reform,France has formed a distinctive housing system,and its decentralization governance model has become one of the typical representatives of social housing development models in European countries.This paper studies the French social housing policy from the perspective of decentralized governance of local governments,focusing on its housing policy mechanism and implementation effect,with a view to shedding light on China's affordable housing policy-making.
